Do you think the recent introduction of new paid for parking zones in Kilkenny has been successful or is it to early to tell?

Plenty of spaces now available, however , hit and miss as  to machines working, and issuing tickets. Also, very unfair that change cannot be given, or at least a receipt for the change, which could be refunded to local charity, like can be done with Dublin Bus.
